On 1 April 2000, the Metropolitan Police Authority undertook the London-wide Police Authority functions that had been exercised by the Home Secretary since the formation of the Metropolitan Police in 1829, and the post of Receiver for the Metropolitan Police District was abolished. The Greater London Authority was introduced at the same time. The parts of Surrey, Essex and Hertfordshire that had been policed by the Metropolitan Police were transferred to the respective counties, ie Epsom, Ewell, Elmbridge, Esher, East Molesey, Staines, Spelthorne, Banstead to Surrey; Epping, Chigwell, and Waltham Abbey to Essex; Broxbourne, Cheshunt, Hertsmere, South Mimms, Radlett and Welwyn Hatfield to Hertfordshire. The MPD then comprised the 32 London Boroughs and the City of Westminster. Gradually police divisions were becoming more aligned with the London boroughs.
In due course a project known as The Realignment Team developed a new structure involving three Areas, combining Nos 2 and 3 as North Area, and No 4 and 5 as South Area, with a Commander taking charge of groups of four or five Boroughs.
